The big town 14 miles east of me has gigabit because they have 2 telecoms fighting over market share. My provider is one of them, they ran their lines right down the highway on the edge of town. Connected the school to the fiber line to say they offer fiber service to an "underserved community", collected a fat subsidy from the state then waltzed out of town with no further upgrades.
